There are 246,899 enterprises in the manufacturing industry, which employ 2,043,815 people in Turkey. SMEs constitute; 99.8 % of total enterprises including those in the service sector, 76.7 % of total employment, 38.0 % of total investments, 26.5 % of total value added, but only 10.0 % of total exports. This situation could be enhanced. However, export training is almost non-existent. A field study carried out by Small and Medium Industry Development Organization (KOSGEB) in 2004 staff from only 953 SMEs out of 38.342 got any training in exports. One of the most important barriers to export can be considered as the insufficient skills and competence of staff. This is also a common situation for the SMEs in EU. Recently, there has been increasing pressure on companies to compete in a global market. In order to meet the pressures that these new demands create, an intermediary support system must adopt to strengthen the foreign trade capabilities of SMEs.

The 9th Development Plan stipulates problems such as insufficient quality of vocational education, lack of lifelong learning practices in particular, deficiencies in capital accumulation and technological renovation processes lead to degradation in labour efficiency.

In Turkey, there are sources, also available on internet, such as Export Promotion Centre (IGEME) and exporter associations that provide regular information regarding exporting, however, SMEs have to rely on their banks for any meaningful advice due to lack of training opportunities. 59% of the SMEs have access to internet. Furthermore, one of the basic goals set out in the Ninth Development Plan for 2007-2013 is transforming Turkey to an information society. The Strategy includes social transformation, information and communication technologies adoption by businesses.

Across Europe, the trend in psychiatric care is from in-patient to outpatient treatment. In the field of outpatient treatment, the project will develop a modular concept for technical further and continuous training of nursing staff. So far psychiatric patient care has almost continuously been tied to a stationary service such as a hospital. However, the new and tested perspective to install care manpower in the ambulatory psychiatric care has yielded in shortening and avoidance of the hospitalization, and also in avoidance of home-stays. This innovation in psychiatric patient care has brought the service into the community and raised the demand for care.

The objective of  this Leonardo Pilot Project,  „ Development of Ambulatory Psychiatric Patient Care in Field (Provinces)“ is the  conception and establishment of a technical and special  developmental training for the care staff in Ambulatory Psychiatric Care. According to the forecasts included in the report developed at the order of the Ministry of Health, while maintaining the so far effectiveness of the educational system, it may expect that every Turkish person will have “his/her” own family doctor only in 10 years’ time. This situation clearly indicates that the output of the educational system is inadequate with regard to the present needs of the Turkish health care. Although the thirty-eight medical University Department in Turkey have introduced teaching of family medicine as a Board specialty, the family medicine educators do not meet the requirements in terms of numbers and competencies. A similar situation takes place in other European countries.

The implementation of the project will be spread throughout two years. The main activities of the Project are: Iplement the Training Programme for teachers of Family medicine, Creation and testing an innovative teaching programme for teachers of Family medicine focused on teaching patient centered consultation. Development on innovative manuals for teaching patient centered consultation for both trainers and learners. Training simulated patients and using them in teaching and learning patient centred consultation. Creation of problem based learning modules, containing health promotin, prevention, diagnosis and threatment of health problems. Development of examples of e-learning programs for family physicians by using some of the problem based learning modules.
